Abstract

LE PARTI CCF S'EST TRANSFORMÉ en Nouveau Parti démocratique dans le but de fortifier les liens entre ce parti politique et le travail organisé. Un haut taux d'affiliation des syndicats au parti devait fournir un appui financier, organisational et symbolique. Ce taux d'affiliation demeura cependant faible. Cet article utilise l'approche du "choix public" pour expliquer le faible taux d'affiliation au NPD. Nous maintenons que les avantages ne valent pas le coût de l'affiliation parce que le NPD encourage l'adhésion de succursales syndicales qui sont souvent relativement peu importantes. Ce modèle est développé à partir d'une comparaison entre l'expérience britannique et canadienne. THE TRANSFORMATION OF THE CCF into the NDP was designed to strengthen the ties between organized labour and the party. High rates of union affiliation with the party were expected to provide financial, organizational and symbolic support. However, rates of affiliation have remained low. This article uses a public choice approach to explain low rates of affiliation with the NDP. We argue that the costs of affiliation outweigh the benefits because the NDP encourages the affiliation of union locals, which tend to be relatively small. The model is developed through a comparison of the British and Canadian cases.
