'The Power of the Sack': The Cost of Job Loss in Canada, 1953-1985

Abstract

In this paper, we construct an index of the "cost of job loss" — defined as the income that a "representative worker" would lose upon being dismissed or laid off — in Canada between 1953 and 1985. Since this measure captures the monetary cost of unemployment, it is superior to the aggregate unemployment rate as an indicator of the relative bargaining power of capital and labour. Changes in the distribution of income between capital and labour are then considered. It is argued that with the decline in the cost of job loss between 1962 and 1973, the relative bargaining power of workers increased, and real wages rose accordingly. Subsequently, the cost of job loss has risen dramatically and real wages have fallen as capital has sought to restore conditions for rapid rates of accumulation. Résumé Cet article présente un index du "coût des emplois perdus", défini comme le revenu qu'un "travailleur ou une travailleuse représentatie" perdrait après avoir été congédié-e, au Canada entre 1953 et 1985. Cette manière de mesurer, qui saisit le coût monétaire du manque d'emploi, est supérieure au taux de chômage global comme indicateur du pouvoir de négociation du capital et du travail. On étudie ensuite les changements dans la distribution des revenus entre le capital et la travail. L'étude démontre que la baisse du coût de la perte de travail entre 1962 et 1973 augmenta le pouvoir de négociation des travailleurs et des travailleuses et que les salaires réels augmentèrent en conséquence. Par la suite, le coût de la perte du travail grimpa de façon dramatique et les salaires réels chutèrent alors que le capital tenta de restaurer les conditions propices à une hausse rapide de l'accumulation.
